A developer plans to build an apartment project at 1614 Locust Street. The vacant lot is about 29,000 sq. ft. and lies just west of Chubb Food grocery store. The 51,000 sq. ft., 4-story building would have an adjacent surface parking lot. The building will have 36 units, including 19 three-bedroom units, with the remaining being a mix of one- and two-bedroom apartments.
