San Francisco; 2. San Jose, Calif.; 3. Minneapolis; 4. Virginia Beach, Va.; 5. Milwaukee; 6. Oakland, Calif.; 7. Chicago; 8. Omaha; 9. Baltimore; 10. Seattle. Among the states, Nebraska ranked No. 9. Connecticut was number one, while Texas was 50th.
